constitutional officers who are potential 2006 gubernatorial candidates -- including Lockyer -- have both criticized Davis' budget and have not ruled out running in a recall election.

Analysts said the latest developments bolster the political dilemma of Democrats in particular.

"It's possible one of them will say, 'This is my best shot,' especially given that the alternative might be a crowded field in 2006," professor Lascher said.
